This is because the group that helped him get the power wants to be rewarded for this. Therefore, they ask the leader to do things that he does not agree with. The leader thinks that it is necessary to eliminate this group that helped him first, but that now does not let him rule in accordance with his intentions. But the group is more powerful in comparison with the leader, and decides that this leader does not satisfy their needs.
